Playing Well With Others: Subgrants, Contracts, Consortia and Other “Partnering” Tools in the Federal Grant Environment

Careless use of terminology is just the start of the problem for organizations seeking to “partner” with others. The difference between subrecipient and vendor relationships is significant. And terms like “subcontract” and “memorandum of understanding” have implications. Things also get more complicated when different types of organizations (governmental units, educational institutions, nonprofit organizations and commercial entities) become involved. And the perspective changes markedly whether your organization is the primary recipient of federal assistance or is operating at a “lower tier.”

This webinar will help sort out the nature of relationships with other organizations when federal funding is involved and help participants chart prudent and effective courses of action.

Participants will learn answers to questions such as:

• What options exist for who is supposed to “take the lead”?
• What are the types of agreements that are permitted in federal grant programs?
• What are the advantages and disadvantages of each?
• How should these arrangements be established in grant applications and resulting awards?

• What are the management implications when agreement provisions are employed?
• What kinds of oversight and audit are required or just appropriate?

Course Instructor

BOB LLOYD is a respected authority on policies and practices affecting the award, administration and oversight of federal grants and contracts. He has nearly 40 years of experience in federal fund management. Prior to starting his management consulting practice in Washington, D.C., in 1982, he served as executive director of the Grants Management Advisory Service. Earlier, he held senior staff positions in two large federally funded organizations. Since forming his practice, he has served under contract to sixteen major federal award-making departments and agencies, and as a consultant, trainer or advisor to recipients, subrecipients and their professional advisors located in all 50 states, the District of Columbia and 18 foreign countries. He has delivered hundreds of training courses on federal fund management topics and has served as principal author or contributor for seven professional reference services.
